Goal setting in the industry

Goal setting tips is not the problem, the problem is does management only focus on the number or not making the quota, and does management encourage workers to do a job at all cost and fudge quality to ensure making an artifical goal.  If done correctly, setting production goals should not effect the quality output.
The QA manager needs to start planning for how to ensure the quality standards are maintained.  The management staff needs to all agree that the goal is not the top priority and that quality standards will be maintained.  Then this need to be communicated to the work force.
The issue is one of communication and planning for meeting the challenge of increased production or decreased rework and scrap.  Afterall without a known standard how can you judge the quality of the product or its ability to be processed.
Life would be easier to not have to meet a specification; however, I for one would not want to depend on any product that did not have a specification, say for example your the connections on the steering wheel of your car.
